The Souderton Area School Board has hired a new director of business affairs.   William Stone will join the cabinet of the district superintendent in about two months after wrapping up his current duties as the assistant business administrator in the Upper Dublin School District.   School officials say he understands the link between the finances of the district and its educational mission.   Stone is also a certified public accountant and will earn almost $123,000 annually in his new position.
