There's progress to report in the North Penn School District teacher contract talks.    A state mediator Friday night put a proposed settlement on the table and both sides said they would consider it.   No other details are available.   The settlement was proposed during a four hour negotiating sesssion.   The union and school board are under a court order to meet at least five times every two weeks until a contract is hammered out.
