A Philadelphia Democrat who also represents a small part of Montgomery County has gained an important post in state senate leadership. Vincent Hughes is the new Minority Chairman of the Appropriations Committee.  The position was held for many years by former Philadelphia State Senator Vince Fumo, who is currently serving time in federal prison for public corruption.
