The $3 parking ticket could soon be a thing of the past in Lansdale.   Borough Council is considering a proposal that would make the fine $15.   Council Member Mike Sobel says the proposed five-fold increase is part of the administrative review initiated by Borough Manager Timi Kirchner and her staff.   He also says it costs about $10 to process a parking ticket so under the current fine structure the borough is actually losing money each time one is written.
