Ex Montco Union Leader Applies For First-Time Offenders’ Program
A man accused of stealing more than $22,000 from a union representing Norristown State Hospital employees has applied for a program that would let him walk away with a clean record after serving on probation.
The Accelerated Rehabilitative Disposition program lets first-time non-violent offenders have their records sealed if they complete the program and have no further run-ins with the law. 51-year-old Thomas Wicker (pictured here) of Pottstown is charged with theft and related offenses. He was President of Local 2348 of the American Federation of State, County and Municipal Employees when the thefts occurred, between November of 2007 and November of 2009. A review of financial records conducted after he left revealed that he withdrew money from union accounts using ATM machines and wrote checks to himself, even though he had no authorization to make the withdrawals or write the checks.
