A Pottstown man is accused of stealing more than $22,000 from a union representing Norristown State Hospital employees. Thomas Wicker is charged with theft and related offenses.  He was president of Local 2348 of the American Federation of State, County and Municipal Employees when the thefts occurred, between November of 2007 and November of 2009.  A review of financial records conducted after he left revealed that he withdrew money from union accounts using ATM machines and wrote checks to himself, even though he had no authorization to make the withdrawals or write the checks.
