A former Philadelphia Records Department employee has admitted selling documents to three suburban residents and pocketing the money. 38-year-old Kelly Layre pleaded guilty to bribery charges Thursday in federal court.  The other three, two from Montgomery County and one from Bucks County, pleaded guilty earlier.  They are 45-year-old Paul Kling of Hatfield, 42-year-old Tina Meyrick of Hatboro and 39-year-old Brian Daly of Chalfont.  In return for the payoffs, they got deep discounts on official police, fire, accident and emergency medical reports.  They paid as little as $5 or $10 for records that normally cost $20 to $25.  All three either owned or worked for companies that sold the documents to clients, including law firms and a public reporting company.  A federal grand jury indictment says the three suburban residents paid her more than $185,000 over a four-year period, between January of 2006 and January of this year, for thousands of reports.  When the discounts are figured in, the city’s loss was actually more than $600,000.
