A Central Pennsylvania man faces criminal charges following a hit-and-run incident late Monday afternoon in Franconia. 40-year-old Howard Siegrist of Newport is charged with leaving the scene of an accident, driving without a license or insurance and possession of drugs and paraphernalia.  Police say another motorist reported seeing his Toyota Celica strike a mailbox on Route 113 near Maple Avenue.  Police stopped him a short time later and found marijuana and pills in his car.
