Perjury charges against former Montgomery County Commissioner Jim Matthews have been dismissed.   At a preliminary hearing on Friday, a judge ruled the alleged lies were not material in the grand jury investigation of county business practices.   Matthews still faces one misdemeanor count of false swearing.   There's no word yet if the district attorney will refile the perjury charge.
