The Norristown Planning Commission is recommending approval of revised plans for the revitalization of the Logan Square Shopping Center on Johnson Highway.   A supermarket has been eliminated from from the first phase of the project.   The plans do include a three story parking garage behind the old Sears Building.   That structure is being rennovated to serve as the headquarters for U-S-M, formerly called U-S Maintenance.   Norristown Municipal Council is scheduled to vote on the revised plans Tuesday evening.   The developer of the property has chnaged course on the project a few times since first proposing a movie production studio there as well as a hotel and retail stores.
